Raju Narayanaswamy IAS received a scholarship offer from the esteemed Massachusetts Institute of Technology after graduating from IIT Chennai. Being from a middle-class family, he felt a moral duty to repay the government for the thousands of dollars it had spent on his IIT education.
The poorest of the poor, who pay excise duty on textiles when they buy clothing, customs, excise and sales tax on diesel when they ride in a bus, and many other ways, indirectly fund the government.
He had the insight and conviction to grasp this. He made the decision to join IAS in the hopes of making a difference for the citizens of this nation. How many young men have the fortitude to decline an offer like that from the USA? As evidenced by his later life, Narayanaswamy did not view the IAS as a source of illicit income.
Today, IAS Narayanaswamy is being driven out of the IAS after ten years of honorable service. Understand why?
A paddy field cannot be filled; nonetheless, a real estate agent wanted to do just that. An application for a waiver of this restriction for this particular parcel of land was presented to Narayanaswamy, who was the sub-collector at the time.
After visiting the location, he discovered that the 60 poor residents who had complained that water logging would result from wastewater from a nearby Government Medical College if this paddy field were filled in were true. Despite facing significant political pressure, Narayanswamy stood his ground and refused to allow the paddy field to be filled. His first encounter with politicians came then.
His father-in-law shut down a public route shortly after his marriage to construct a compound wall for his land. People complained to Narayanaswamy and came to him.
When speaking with his own father-in-law was ineffective, he had the wall dismantled with the assistance of the police. As a result, he and his wife separated.
